ISTANBUL (Zawya Dow Jones)--Iraq has been granted $5 billion by the International Monetary Fund to support the government&#039;s budget, Iraqi Finance Minister Baker al-Zubaidy said Tuesday.
&quot;We reached an agreement on an IMF loan for about $5 billion,&quot; he told reporters in Istanbul, speaking on the sidelines of the IMF&#039;s annual meeting.
The funds will be disbursed between 2010 and 2011, he said.
&quot;We will not spend on the oil or electricity sector [any more],&quot; he said, adding that such projects will be financed through the private sector.
Al-Zubaidy also said he has been meeting with French Finance Minister Christine Lagarde to discuss the country&#039;s investments in Iraq&#039;s oil sector.

A group of North Carolina National Guard soldiers leaves for their first deployment to Iraq this week with a set of skills you don&#039;t usually associate with war. WFAE&#039;s Julie Rose has more: 

A military base obviously needs people to drive the trucks, patrol the region, take care of injuries and fix the meals. But the job of the 113th Finance Detachment doesn&#039;t immediately come to mind. 

&quot;We&#039;re basically going to be running kind of like a bank over there,&quot; says First Lieutenant Robert Pate. &quot;We&#039;re going to have cashiers - they&#039;re going to be cashing soldier&#039;s checks. And we&#039;re going to have a section over there to deal with military pay issues. Civilian banks back home, they have thousands and thousands of other customers to deal with. We&#039;re specialized in military pay. If they have a problem, we know how to fix it.&quot; 

Lieutenant Pate is the bank manager, so to speak. He commands a group of 28 North Carolina National Guard soldiers, many of whom work in banks and finance companies for a living. They will spend the next year in Iraq doing much the same thing, but not on banker&#039;s hours. Lieutenant Pate says the finance detachment typically stays open much later to accommodate the rotating shifts of soldiers on base.

The International Monetary Fund (IMF) yesterday said it was &quot;confident&quot; about agreeing a loan with Iraq, which is seeking $7 billion (Dh25.7bn) to cover its budget deficit.

&quot;I am confident that we&#039;re working well together and we&#039;ll be able to identify ways to help them,&quot; Masood Ahmed, the IMF&#039;s Middle East director, told reporters in Istanbul during annual meetings of the IMF and the World Bank.  &quot;Exactly how and when is what we need to know,&quot; he added.

The financial shortfall in Iraq&#039;s budget comes at a difficult time for Iraq as the nation of 29 million people struggles to emerge from a brutal sectarian conflict triggered by the 2003 US-led invasion.

A senior advisor to Iraq&#039;s central bank said he was &quot;not sure&quot; that Iraq could meet IMF conditions for a $5.5bn loan, reported Emerging Markets magazine yesterday.

Iraq has said it is seeking a $5.5bn IMF programme over 18 months, which would be the largest IMF financing pact with the new Iraq administration. There have been two previous IMF arrangements of less than $1bn each. 

Mudher Salim Kassim, senior advisor to the Iraqi central bank, said it would take a long time for any agreement to be reached with the IMF. &quot;Iraq is still in transition,&quot; Kassim said. &quot;The security situation sometimes turns upside down, so it is difficult to decide things,&quot; Kassim said.

Iraq relies on oil exports for more than 95 per cent of state revenues and needs funds to rebuild the country.</description>

I believe some of you knew Arabic, but let give short note what the story all about.

The robbery on the bank in Karada (Al-Hakim dominated area) eight of the bank security guards were killed, 8Billions Iraqi dinar stolen in white plastic bags.

After 48 hours Jawad Bolani announced that the Iraqi police cough the criminals and he will give more details soon.

What Al-Zamili (Kitabat site editor)  gave Jawad Bolani few hours to annonce the criminals names and their handlers from Islamic parties otherwise he will publish the story.

according to Al-Zamili story,  the Iraqi police were lead to the place were the criminals  hiding , it was  the office of Al-Adalla newspaper,.
which is belong to Amar Al-Hakem, Adel Abdul Mahdi, and Badar Millitia. Bolani made many contacts with them to break into the office to arrest the criminals.  After many talks with the above parties, Adel Abdul Mahdi accepted and requested that Al-Forat and Al-Iraqia TV team records the operations of the arresting the criminals and recovering the stolen money.
The two TV stations did recorded the operation but Adil Abdul Mahdi  ordered the station not to broadcast  the operation in twisting the real story , as the party and militia Bader were helped Iraqi police in arresting the criminals.

Anyway this is the main thing about that bank robbery, so we watching what the outcome and where the truth.

شهدت ليلية البارحة 30/ 7 / 2009 والى مطلع فجر اليوم 31 / 7 / 2009 وفي منطقة الجادرية في العاصمة بغداد احداث امنية هائلة ستغيير الخارطة السياسية في نتائجها لو اطلع عليها العراقيين , فقد واصل رجال الداخلية وباشراف مباشر من السيد وزير الداخلية البطل جواد البولاني والشجاع اللواء عبد الكريم خلف تتبع خيوط العصابة المجرمة ، التي قامت بالاعتداء على مصرف الزوية وقتل ثمانية حراس من شرطة الداخلية وسرقة 8 مليار دينار حملت باكياس سكر نايلون بيضاء , وبعد مضي اقل من 48 ساعة تمكنت الداخلية وبدقة كادرها الوطنى من مسك راس الخيط والتوجه الى الجادرية ومحاصرة الموقع الذي تختبئ فيه العصابة وقد اتضح انه مقر جريدة العدالة التابعة للدكتور عادل عبد المهدي نائب رئيس الجمهورية وبعد اتصالات مكثفه مع قيادات المجلس ولاسيما مكتب السيد عمار الحكيم ومنظمة بدر ومكتب الدكتور عادل عبد المهدي الذي رفض تسليم المجرمين المختبئين داخل مكتب جريدته وبعد جدال حاد وساخن وفي ساعات قريبة من الفجر اتضح ان الدكتور عادل عبد المهدي قد ذهب الى مقر رئاسة الوزراء وطلب من السيد رئيس الوزراء بالتدخل لمنع مداهمة مكتب جريدة العدالة واعتقال المجرمين وقد توسط دولته للدفاع عن المجرمين واللصوص الا ان وزير الداخلية البطل جواد البولاني العراقي الاصيل اصر على موقفه مذكرا دولة رئيس الوزراء انه صاحب مشروع دولة القانون ومايحدث انتهاك للقانون وان مهنيته واخلاقه الوطنية تمنعه من التواطىء مع اللصوص والقتلة مهما كانت صلتهم بالمجلس الاعلى ومكتب السيدين عمار وعزيز الحكيم وبالدكتور عادل عبد المهدي وفعلا قامت القوات بالاقتراب من المكتب لمداهمته الامر الذي اجبر الدكتور عادل عبد المهدي بالخضوع والطلب من المجرمين بالخروج وتسليم انفسهم وقد حضرت قناتي العراقية والفرات وبطلب من عادل عبد المهدي لتصوير عملية استسلام العصابة واكياس المليارات لاظهار المجلس الاعلى وعادل عبد المهدي كطرف في عملية القاء القبض على العصابة وقلب الحقائق الا انه تراجع ومنع قناتى الفرات والعراقية من عرض الفلم كونه يظهر تفاصيل مكتب صحيفة العدالة مما يؤكد تورطه بالعملية . وللعلم فانه تم والى الان القاء القبض على اربعة من افراد العصابة يتقدمهم رئيس العصابة وهو المجرم ( النقيب جعفر لازم جعفر لازم شكايه خضير التميمي ) من سادة ال البيت ويخدم في جهاز حمايات رئاسة الوزراء او رئاسة الجمهورية حسب المعلومات التي وردتنا وهو ينتسب الى عائلة مقربة من المجلس الاعلى واحد اهم اقربائه عضو شورى مركزية في المجلس الاعلى . كما واشارت المصادر الى ان ابن اخت المجرم جعفر لازم  وهو العقل المدبر للعصابة والعملية القذرة نفسها وهو بدرجة نقيب ايضا ومسؤول حماية السيد عزيز الحكيم شخصيا ومقر عمله في الجادرية قرب جامعة بغداد وللعلم فانه هرب والى الان يتم البحث عنه حيث تأكد اختفاءه في احد بيوتات مدينة الصدر والداخلية بجميع مفارزها متأهبه للقبض عليه حيث تم توزيع صورته على المفارز وتم التعرف على اقاربه في مدينة الصدر للكشف عن مكان اختبائه قبل طلوع فجر الغد .

 

هذا ومن الجدير ذكره ان العملية السطو المسلح تمت قبل يومين حيث اقتحمت هذه العصابة وبالزى العسكري فجرا مصرف الزوية وقتلت 8 من افراد الشرطة الوطنية وسرقة 8 مليار دينار تم تخزينها باكياس سكر نايلون بيضاء اللون وقد اتضح بعد تسليم المبلغ للداخلية ان المبلغ تنقصه 300 مئة مليون دينار اعترف المجرم جعفر لازم انه قد تم توزيعها على العناصر التي شاركت في الجريمة كاجور اتعاب , ويتم الان البحث عنهم حيث اطلعت الداخلية على اسمائهم ومقر عملهم وسكنهم وجميعهم من المقربين للمجلس الاعلى ومكتب السيد عمار الحكيم كما والمح المجرم جعفر لازم ( انه تم تكلفيه بالعملية من قبل مسؤوليه الحزبيين وذلك لانفاق المبلغ المسروق على الحملة الانتخابية القادمة ) .

 

ومن المؤمل ان ننشر غدا تفاصيل ادق واوضح مرفقة بالصور عن هذه العملية الخطيرة بابعادها السياسية والامنية والوطنية والاخلاقية والدينية , والتي ستضع المجلس الاعلى امام مفترق طرق فمن جهة تعبر الجريمة عن خرق سافر لسلطة القانون التي يطالب بها الائتلاف ودولة رئيس الوزراء ومن جهة تؤكد الاقاويل والشكوك السائد في الساحة العراقية بوطنية المجلس الاعلى وخيانته وتآمره على  العراق ووقوفه بوجه أي مشروع وطنى وتكالبه على السلطة باي ثمن ناهيك عن موقف دولة نائب رئيس الجمهورية الدكتور عادل عبد المهدي والذي يطمح لشغل منصب رئيس وزراء العراق بعد الانتخابات القادمة جراء دوره المباشر في العملية وفتح مقراته لتكون مكان انطلاق ومخبىء لعصابات تنتهك كل مقدس وطني وديني وانساني كما ويؤكد تدخل رئيس الوزراء للتوسط للمجرمين والتدخل لمنع القاء القبض عليهم واعادت الاموال المسروقه خرق دستوري واضح يسلط الضوء اكثر على عدم احترام دولة رئيس الوزراء لدولة القانون التي ينادي بها وتفضيله لمصلحته الشخصية والحزبية على مصلحة الوطن والشعب الذي يدير شؤونه مما يفقده المزيد من مصداقيته ويضعف مشروعه امام الرأي العام لاسيما وان العراق على ابواب انتخابات جديدة .

 

وللعلم فقد حاولت اطراف حزبية وحكومية اغراء ورشوة رجال الداخلية وتهديدهم للتراجع عن اتمام مهمتهم الوطنية الا انهم واصلوا عملهم الوطني وواجبهم الشرعي امام الله والشعب كما وتشير مصادرنا ان المفاوضات التي تمت فجرا بين رئيس الوزراء وعادل عبد المهدي كان بعضها يدور حول اغلاق الملف ومنع رجال الداخلية من اتمام مهمتهم وقد افشل رجال الداخلية هذا المقترح الخياني باصرارهم وبقائهم في شارع الجادرية ليلا والى الفجر وقوفا على الاقدام وباشراف ومتابعة وحضور سيادة وزير الداخلية جواد البولاني وبالتعاون مع اللواء عبد الكريم خلف المتحدث باسم الداخلية الذي باشر العملية بنفسه حتى الفجر ومواصلته محاصرة مقر جريدة العدالة حيث يقبع المجرمون القتله والمال المسروق  وعيونهم وعقولهم مفتوحة على الاخلاص للعراق والوفاء لشعبة وللامانة التي باعناقهم .

<p>شهدت ليلية البارحة 30/ 7 / 2009 والى مطلع فجر اليوم 31 / 7 / 2009 وفي منطقة الجادرية في العاصمة بغداد احداث امنية هائلة ستغيير الخارطة السياسية في نتائجها لو اطلع عليها العراقيين , فقد واصل رجال الداخلية وباشراف مباشر من السيد وزير الداخلية البطل جواد البولاني والشجاع اللواء عبد الكريم خلف تتبع خيوط العصابة المجرمة ، التي قامت بالاعتداء على مصرف الزوية وقتل ثمانية حراس من شرطة الداخلية وسرقة 8 مليار دينار حملت باكياس سكر نايلون بيضاء , وبعد مضي اقل من 48 ساعة تمكنت الداخلية وبدقة كادرها الوطنى من مسك راس الخيط والتوجه الى الجادرية ومحاصرة الموقع الذي تختبئ فيه العصابة وقد اتضح انه مقر جريدة العدالة التابعة للدكتور عادل عبد المهدي نائب رئيس الجمهورية وبعد اتصالات مكثفه مع قيادات المجلس ولاسيما مكتب السيد عمار الحكيم ومنظمة بدر ومكتب الدكتور عادل عبد المهدي الذي رفض تسليم المجرمين المختبئين داخل مكتب جريدته وبعد جدال حاد وساخن وفي ساعات قريبة من الفجر اتضح ان الدكتور عادل عبد المهدي قد ذهب الى مقر رئاسة الوزراء وطلب من السيد رئيس الوزراء بالتدخل لمنع مداهمة مكتب جريدة العدالة واعتقال المجرمين وقد توسط دولته للدفاع عن المجرمين واللصوص الا ان وزير الداخلية البطل جواد البولاني العراقي الاصيل اصر على موقفه مذكرا دولة رئيس الوزراء انه صاحب مشروع دولة القانون ومايحدث انتهاك للقانون وان مهنيته واخلاقه الوطنية تمنعه من التواطىء مع اللصوص والقتلة مهما كانت صلتهم بالمجلس الاعلى ومكتب السيدين عمار وعزيز الحكيم وبالدكتور عادل عبد المهدي وفعلا قامت القوات بالاقتراب من المكتب لمداهمته الامر الذي اجبر الدكتور عادل عبد المهدي بالخضوع والطلب من المجرمين بالخروج وتسليم انفسهم وقد حضرت قناتي العراقية والفرات وبطلب من عادل عبد المهدي لتصوير عملية استسلام العصابة واكياس المليارات لاظهار المجلس الاعلى وعادل عبد المهدي كطرف في عملية القاء القبض على العصابة وقلب الحقائق الا انه تراجع ومنع قناتى الفرات والعراقية من عرض الفلم كونه يظهر تفاصيل مكتب صحيفة العدالة مما يؤكد تورطه بالعملية . وللعلم فانه تم والى الان القاء القبض على اربعة من افراد العصابة يتقدمهم رئيس العصابة وهو المجرم ( النقيب جعفر لازم جعفر لازم شكايه خضير التميمي ) من سادة ال البيت ويخدم في جهاز حمايات رئاسة الوزراء او رئاسة الجمهورية حسب المعلومات التي وردتنا وهو ينتسب الى عائلة مقربة من المجلس الاعلى واحد اهم اقربائه عضو شورى مركزية في المجلس الاعلى . كما واشارت المصادر الى ان ابن اخت المجرم جعفر لازم  وهو العقل المدبر للعصابة والعملية القذرة نفسها وهو بدرجة نقيب ايضا ومسؤول حماية السيد عزيز الحكيم شخصيا ومقر عمله في الجادرية قرب جامعة بغداد وللعلم فانه هرب والى الان يتم البحث عنه حيث تأكد اختفاءه في احد بيوتات مدينة الصدر والداخلية بجميع مفارزها متأهبه للقبض عليه حيث تم توزيع صورته على المفارز وتم التعرف على اقاربه في مدينة الصدر للكشف عن مكان اختبائه قبل طلوع فجر الغد .</p>
<p>هذا ومن الجدير ذكره ان العملية السطو المسلح تمت قبل يومين حيث اقتحمت هذه العصابة وبالزى العسكري فجرا مصرف الزوية وقتلت 8 من افراد الشرطة الوطنية وسرقة 8 مليار دينار تم تخزينها باكياس سكر نايلون بيضاء اللون وقد اتضح بعد تسليم المبلغ للداخلية ان المبلغ تنقصه 300 مئة مليون دينار اعترف المجرم جعفر لازم انه قد تم توزيعها على العناصر التي شاركت في الجريمة كاجور اتعاب , ويتم الان البحث عنهم حيث اطلعت الداخلية على اسمائهم ومقر عملهم وسكنهم وجميعهم من المقربين للمجلس الاعلى ومكتب السيد عمار الحكيم كما والمح المجرم جعفر لازم ( انه تم تكلفيه بالعملية من قبل مسؤوليه الحزبيين وذلك لانفاق المبلغ المسروق على الحملة الانتخابية القادمة ) .</p>
<p>ومن المؤمل ان ننشر غدا تفاصيل ادق واوضح مرفقة بالصور عن هذه العملية الخطيرة بابعادها السياسية والامنية والوطنية والاخلاقية والدينية , والتي ستضع المجلس الاعلى امام مفترق طرق فمن جهة تعبر الجريمة عن خرق سافر لسلطة القانون التي يطالب بها الائتلاف ودولة رئيس الوزراء ومن جهة تؤكد الاقاويل والشكوك السائد في الساحة العراقية بوطنية المجلس الاعلى وخيانته وتآمره على  العراق ووقوفه بوجه أي مشروع وطنى وتكالبه على السلطة باي ثمن ناهيك عن موقف دولة نائب رئيس الجمهورية الدكتور عادل عبد المهدي والذي يطمح لشغل منصب رئيس وزراء العراق بعد الانتخابات القادمة جراء دوره المباشر في العملية وفتح مقراته لتكون مكان انطلاق ومخبىء لعصابات تنتهك كل مقدس وطني وديني وانساني كما ويؤكد تدخل رئيس الوزراء للتوسط للمجرمين والتدخل لمنع القاء القبض عليهم واعادت الاموال المسروقه خرق دستوري واضح يسلط الضوء اكثر على عدم احترام دولة رئيس الوزراء لدولة القانون التي ينادي بها وتفضيله لمصلحته الشخصية والحزبية على مصلحة الوطن والشعب الذي يدير شؤونه مما يفقده المزيد من مصداقيته ويضعف مشروعه امام الرأي العام لاسيما وان العراق على ابواب انتخابات جديدة .</p>

Kuwait &#039;not opposed&#039; to UN Chapter 7 talks

KUWAIT: &quot;Kuwait is not against holding direct talks with Baghdad in order to resolve existing issues,&quot; particularly those related to Iraq&#039;s withdrawal from the UN&#039;s Chapter 7 resolution, said a senior Kuwaiti diplomatic official yesterday. Kuwait is strongly supportive of ending all the obstacles left behind by the former regime that affect relations between the two fraternal countries, said the official.

That there is no interest in keeping Iraq under Chapter Seven, other than guaranteeing the implementation of all commitments, particularly those related to sovereignty headed by borders and compensation.,&quot; he added Senior staff at Kuwait&#039;s and Iraq&#039;s foreign ministries are currently working on arranging a date for the next joint committee meeting to finalize their priorities, said the official, predicting that the meeting would be held in Baghdad within the next month.

Meanwhile, the United Nations released $430 million in Iraqi compensation to Kuwait yesterday, in the latest round of payments in the war reparations scheme that began in 1994. The payment brings the total amount paid by Iraq so far to $27.62 billion, for distribution to individuals, companies, governments and international organizations, the UN Compensation Commission said in a statement.

Iraq, which faces further payments of about 25 billion dollars, recently complained about the financial burden of overall reparations. The UN compensation scheme is financed by five percent of the revenues from Iraq&#039;s oil and gas sales, following the 1991 invasion of Baghdad&#039;s oil-rich neighbor under Saddam Hussein&#039;s regime. The Iraqi government has called for the percentage it pays to be halved.

UN chief Ban Ki-moon on Monday urged Iraq to weigh alternatives, including investments, to resolve the dispute over the reparations to Kuwait and pressed the Security Council to help Baghdad meet its outstanding obligations. Baghdad wants the UN Security Council to accept that it no longer poses a threat to international security. Kuwait insists there should be no change until Iraq has fully complied with resolutions on reparations, the return of property, the demarcation of the border and the repatriation of the remains of prisoners of war (POWs). - Agencies

President of the House of Representatives, Dr. Iyad al-Samarrai, Iraq and Kuwait reached a tentative agreement to settle the issue of compensation. The proposal was welcomed by Kuwaiti officials, to set up a fund for joint investment between the two countries, which shall be compensation for the Iraqi Kuwaiti investment in the areas of oil and real estate and infrastructure in the country.

The speaker said at a news conference with his Kuwaiti counterpart Jassem al-Kharafi after the end of official talks in Kuwait, he will be ready to resolve the issue of Kuwait to Baghdad to put on those responsible, &quot;noting that the project needs to be in charge of a working group for consideration carefully before application. 

Samarraie, and arrived in Kuwait Sunday and held talks were positive with the Amir of Kuwait Sabah Al-Ahmad Al-Jaber Al-Sabah, also sent a formal invitation to the National Assembly Speaker Jassem Al-Kharafi to visit Baghdad, and discussed with Kuwaiti Prime Minister and his deputy, the consolidation of mutual cooperation. 

Samarrai said the existence of &quot;the will of the Iraqi - Kuwaiti to work together to develop relations and resolving problems between the two countries, &quot;noting that&quot; the maritime boundary between the two countries have not significantly affected by the demarcation of the border and may have some obstacles to be addressed through a joint agreement, &quot;he at the same time that Iraq is no longer a country that has threatened world peace and security and, therefore, must be out of the money Item VII. 

It should be noted that Al-Samarrai, and agreed to the establishment of joint committees of friendship between the parliaments of both countries to discuss all aspects of relationships and how to develop them. For its part, the Kuwaiti National Assembly Speaker Jassem Al-Samarrai said the visit to his country, &quot;a step in the right direction,&quot; he said, adding that the parliament Kuwait &quot;will be saluting the best of them. The payment brings the total amount paid by Iraq so far to $27.62 billion, for distribution to individuals, companies, governments and international organizations, the UN Compensation Commission said in a statement.</p>
<p>Iraq, which faces further payments of about 25 billion dollars, recently complained about the financial burden of overall reparations. The UN compensation scheme is financed by five percent of the revenues from Iraq&#8217;s oil and gas sales, following the 1991 invasion of Baghdad&#8217;s oil-rich neighbor under Saddam Hussein&#8217;s regime. The Iraqi government has called for the percentage it pays to be halved.</p>
<p>UN chief Ban Ki-moon on Monday urged Iraq to weigh alternatives, including investments, to resolve the dispute over the reparations to Kuwait and pressed the Security Council to help Baghdad meet its outstanding obligations. Baghdad wants the UN Security Council to accept that it no longer poses a threat to international security. Kuwait insists there should be no change until Iraq has fully complied with resolutions on reparations, the return of property, the demarcation of the border and the repatriation of the remains of prisoners of war (POWs). &#8211; Agencies</p>
